A private locator is hired by the property owner rather than by a utility, and sweeps the whole site instead of one company's assets. That means water, gas, and electrical services past the meter, site lighting and sign circuits, irrigation mains and valves, sewer and septic laterals, campus and industrial distribution between buildings, and the abandoned runs left by previous owners. It complements one-call rather than replacing it: file the ticket first, because it is free and required by law, then bring in a private locator for the rest of the site.
