Quality Level C (QL-C)
The ASCE 38 level for utility information derived from surveying visible surface features — manholes, valve boxes, meters, pedestals — and correlating them with records.
QL-C is better than a records-only drawing because someone actually walked the site and measured what can be seen, but it still infers the buried run between the surface features rather than tracing it. It is useful for reconciling a records set against reality and for spotting utilities the records omit entirely, and it is often collected in the same pass as the field designation that produces QL-B.
