A fiber build is a long, thin excavation through other people's infrastructure, which is the worst possible shape for utility risk: the route crosses hundreds of unknowns instead of working around a handful. One-call marks the member plant along the right-of-way, but service laterals, private site distribution, and abandoned runs are outside it, and the empty conduit already in the ground carries no signal at all until something is put through it. Locating covers the private side of the route, confirms depth of cover along the bore path, and — where the deliverable matters — records the new plant as an as-built before it is buried.

Frequently asked questions
How do you locate an empty conduit?
You put something in it that can be tracked. A sonde on a push rod or a duct rodder is fed down the duct and traced from the surface, which also gives depth readings at each position. If the installer laid tracer wire alongside the duct, that gets traced instead. If the duct is sealed, blocked, or has no accessible end, GPR may image it as a reflection depending on soil and depth, and if that fails, the honest answer is that the duct may not be findable without exposing it.
Do we still need private locating if we filed a one-call ticket?
Yes, and the two do different jobs. The ticket gets the member facility owners to mark the plant they own along the right-of-way, free and as required by law. It does not cover service laterals past the meter, private site distribution on the properties you cross, or lines whose owner is not a one-call member. On a linear build those are exactly the crossings that generate strikes, because there are hundreds of them and none appear on the ticket.
Should the as-built be captured before backfill?
It is the cheapest moment to do it, and once the trench is closed the position becomes an interpretation again. Capturing the new conduit as coordinates while it is open produces a QL-A record of your own plant, which is worth having the first time somebody else builds through the same corridor. Ask for the deliverable in whatever datum and GIS schema your network records already use.
