It comes down to how much of it you do and whether you can keep a locator busy and current. Instruments are the cheap part; the expensive part is a technician who can tell a real trace from bleedover onto adjacent metal, and that judgment decays without daily work. Contractors with steady, predictable locating demand across their own crews often bring it in-house. Below that, subcontracting wins on utilization and on liability, because the locate carries someone else's professional judgment.
What is white lining and why do locators keep asking for it?
White lining is outlining the proposed excavation in white paint or flags before the one-call ticket is submitted. It tells every responding utility exactly where you intend to dig, so they sweep that area properly instead of guessing at a street address and marking a whole frontage. Tickets that arrive with a white-lined dig area come back with tighter, more usable marks, and several one-call programs require it for large or ambiguous excavations.
How long do marks stay good?
Paint and flags are a temporary medium and they do not survive rain, traffic, or a season of construction. One-call programs set their own validity windows and require a re-mark request when work runs past them; private marks have no statutory window at all, so treat them as good only while you can still read them. On phased work, plan re-marks into the schedule rather than digging to paint that has been on the ground for a month. If the answer needs to outlive the paint, buy a mapped deliverable instead.
