All-dielectric fiber contains no metal, so an electromagnetic locator has nothing to put a signal on and cannot trace the cable itself under any settings. The locate depends on something else being there: a tracer wire, a toneable duct with an integral conductor, corrugated steel armor that is bonded and grounded at both ends, or an accessible duct end where a conductive rodder or a sonde can be pushed through and tracked from the surface. Where none of that exists, ground penetrating radar can often image the duct as a reflection, though it degrades badly in wet clay and other high-conductivity soils and struggles to resolve a small-diameter duct at shallow depth. Tell the locating company up front whether the cable is dielectric, whether tracer wire was installed, and where the nearest handhole or vault sits, because it changes the equipment they bring and what they can honestly promise. If nothing produces a confident trace, the correct answer is to expose the duct by vacuum excavation rather than bore on an assumption.

Shallower than most people expect, and inconsistently so. Bored or plowed backbone commonly sits somewhere in the range of two to four feet with roadway and rail crossings deeper, but micro-trenched cable can be less than a foot below the pavement surface, and a residential or building drop is often plowed in a few inches down or left just under the sod. Recently installed plant is the most commonly struck, because it is new enough that nobody expects it and shallow enough that ordinary work reaches it. Horizontal position from a clean active trace is generally reliable and is marked as a tolerance zone rather than a single line, but depth is an estimate, and it is worse on shallow targets and on ducts sharing a bank with other elements. ASCE 38-22 classes surface geophysics as Quality Level B; only exposing the duct, normally by vacuum excavation, reaches Quality Level A. Hand dig or vacuum excavate inside the tolerance zone regardless of how clean the orange paint looks.
