Vacuum Potholing
The test hole that turns an estimate into a measurement.
A small hydro or air vacuum excavation that exposes a buried line so its depth, material, and size can be measured instead of estimated. No bucket, auger, or blade reaches the pipe, which is why it is the standard way to dig inside the tolerance zone, though pressure and standoff limits still have to be observed around cable and coated steel.
What Vacuum Potholing is
Vacuum potholing, also called daylighting or cutting a test hole, is a narrow non-destructive excavation that opens the ground directly over a utility until the line is visible. The hole is small, commonly six to twelve inches across at the surface, and it is cut with pressurized water or a compressed-air lance while a vacuum hose lifts the spoil into a debris tank, so no bucket, auger, or blade ever reaches the pipe. That is what separates it from every other method in this catalog: electromagnetic locating, ground penetrating radar, and acoustic work all infer position from a signal read at the surface, while a test hole produces a direct observation. Under ASCE 38-22 it is the only work that yields Quality Level A, meaning a surveyed horizontal position and a measured elevation on the top of the pipe, together with material, outside diameter, condition, encasement, and the thickness of the pavement section above it. It is also the point where private locating and the hydrovac trade meet, which is why many locating companies either run their own vacuum unit or bring in a vac crew from the same network to cut the holes.
How it works
Potholing starts with the marks, not with the truck: the line is designated first by a locator so the crew knows where to open the ground and roughly how deep to expect the top of pipe. Where the hole falls in pavement, the surface is core drilled or saw cut so the patch can be restored cleanly afterward. On a hydro unit the operator works a wand that delivers water at a controlled pressure, kept moving and held back from the target rather than parked on one spot, and the soil turns to slurry as the boom-mounted vacuum draws it away. An air unit does the same job with a supersonic air lance that fractures the soil so the vacuum can lift it dry, which keeps the spoil reusable as backfill and avoids introducing water around cable and fiber. When the pipe or conduit daylights, the crew measures from existing grade to the top of the line, records outside diameter, material, coating or encasement, and general condition, photographs the exposure, and on an SUE project a surveyor ties the point to project control so it can be plotted as QL-A. The hole is then backfilled, dry spoil going straight back in on air jobs and compacted material or flowable fill used where the spoil left as slurry, and the pavement core or patch is replaced.
When to choose Vacuum Potholing
Pothole where being wrong is expensive rather than inconvenient. The standard cases are bore paths and crossings, where a directional drill has to pass under an existing line with a known clearance, foundation and pier locations, tie-ins where the diameter and material have to be confirmed before pipe is ordered, and any deep excavation running alongside a transmission main, a duct bank, or a fiber trunk. It is also the routine way to work inside the tolerance zone around one-call marks, since most jurisdictions require hand digging or another non-destructive method there. Choose air excavation around fiber and direct-buried cable, in freezing weather, and where the spoil has to go back in the hole, and choose water where the ground is hard, compacted, or dense clay that an air lance struggles to break. Potholing is not a search tool and does not replace a locate: it is the step that comes after one, at the specific point the locate identified, which is why it is normally quoted alongside private utility locating or as the QL-A component of an SUE scope.

What Potholing cannot do
A test hole is true at one point and nowhere else. The line can rise, dip, bend, or deviate between holes, so a verified depth at a crossing says nothing about the same pipe fifty feet away, and coverage only improves by cutting more holes, each of which carries its own cost, permit, traffic control, and restoration. Ground conditions set the pace and sometimes stop the work: cobble, boulders, hard rock, caliche, and cemented or heavily rooted soils cut slowly, frozen ground generally needs heated water, and air excavation bogs down badly in wet sticky clay that packs the hose and in tightly compacted material. Water-based work creates slurry that has to be hauled and disposed of under local rules and usually cannot go straight back into the hole, and spoil from a contaminated site adds handling cost and paperwork. Non-destructive also does not mean incapable of harm: a high-pressure wand held too close, held still, or run above the pressure a utility owner allows can cut cable jackets, strip protective coating and compromise cathodic protection on steel pipe, or scar plastic, and hot water can soften HDPE and cable insulation, which is why operators keep the nozzle moving and observe published pressure and standoff limits. Access is a real constraint too, since the unit has to get within hose and boom reach of the hole, with overhead lines, slabs, interior spaces, and steep or soft ground all limiting where a truck can set up. Finally, potholing verifies, it does not find: a hole cut in the wrong place exposes nothing, a poor locate produces a poor test hole, and no amount of daylighting removes the requirement to file a one-call ticket before you excavate.

Vacuum Potholing FAQ
What is vacuum potholing, and what does it actually prove?
It is a small non-destructive excavation, cut with pressurized water or compressed air and cleared by a vacuum hose, that opens the ground until the buried line is visible. Because the line is seen rather than inferred, the crew can measure true depth to the top of pipe and record material, outside diameter, condition, and encasement. That is the difference between a surface estimate and a fact, and under ASCE 38-22 it is what Quality Level A requires. The trade-off is that the answer applies at that hole only.
Do I still need to call 811 if we are potholing?
Yes. One-call is free, is required by law before excavation in most jurisdictions, and brings out the member facility owners to mark the public lines they own, generally up to your meter or the right-of-way. Potholing is what you do after those marks are down, not instead of them, and most one-call laws specifically require hand digging or another non-destructive method such as vacuum excavation inside the tolerance zone around a mark. Private locating and potholing then cover the rest of the site, meaning everything past the meter and any line no member operator owns or maps. Confirm the exact tolerance zone rule with your state or provincial one-call center before breaking ground.
Can vacuum excavation damage the line it is exposing?
It is far safer than mechanical digging, since nothing rigid ever contacts the pipe, but it is not risk free. A high-pressure water wand held too close, held still, or run above the pressure the utility owner permits can cut through cable jackets, strip protective coating and compromise cathodic protection on steel, or scar plastic pipe, and hot water can soften HDPE and cable insulation. Competent operators keep the nozzle moving, work at a standoff distance, and follow the pressure limits the facility owner publishes. Around fiber and direct-buried cable, air excavation is often specified for exactly this reason.
Does the locating company do the potholing, or is that a separate crew?
Both arrangements are normal. Many locating companies run their own vacuum unit and cut test holes as part of the same visit, and others locate first and bring in a hydrovac or air vac crew to daylight the points that matter.
