Can a locator find a de-energized or empty electrical conduit?
Usually, but not with passive power mode, which only reads the field radiating from current that is actually flowing. A de-energized cable, a spare duct, or a solar DC run gives a power-mode locator nothing to detect. The locator switches to an active method instead: a transmitter tone applied to the neutral, ground, or sheath at a de-energized panel or pedestal, a signal clamp around the cable where it is grounded at both ends, or a sonde or conductive duct rodder pushed through an empty conduit and tracked from the surface. Where no connection point exists, ground penetrating radar can still image PVC conduit and concrete duct banks as reflections. Each of these is slower and less certain than tracing a live loaded feeder, so tell the locating company up front which circuits are dark, spare, or abandoned.
How deep are buried electrical lines, and how accurate is the locate?
Shallower than most people expect. Code minimums under NEC 300.5 and the Canadian Electrical Code put a lot of direct-buried power inside the first two feet, and low-voltage landscape and sign lighting can sit a few inches down, while site grading after installation moves the real cover in either direction. Horizontal position on a well-coupled cable or a clean active trace is generally reliable and is marked with a tolerance zone rather than a single line, but depth is an estimate. Depth read in passive power mode is the least reliable of all, because the field is distorted by the return path and by nearby energized equipment. ASCE 38-22 classes this kind of surface geophysics as Quality Level B; only exposing the conductor, normally by vacuum excavation, reaches Quality Level A. Hand dig or vacuum excavate inside the tolerance zone no matter how clean the marks look.
